Analysis of Foreign Funding into India

A friend sent me a mail giving details of funds received in 2006-07 from the Western world, primarily the Christian countries of USA, UK, Germany and Spain. That got me wondering! Why are these countries pouring thousands of crores into India? If it is because many Indians are poor, then are there no poor or afflicted people in their own countries?


Questions like these and media reports of conversions to Christianity in Orissa prompted me to do a google search on the subject.


Inward remittances by NGO’s are governed by the Foreign Contribution Regulation Act 1976 or FCRA for short [for more visit
http://www.mha.nic.in/fcra.htm]. I found the Ministry of Home Affairs Reports for the years 2003-04 to 2006-07.


The key points are:


* Between 1993-94 and 2006-07 a sum of Rs 64,670 cr. was the sum of Foreign Contributions received into India by organizations registered with the Home Ministry Govt of India and who filed their declarations. 

* Total funds received per annum have gone up from Rs 1865 to 12290 cr. (1993-94 to 2006-07) i.e. an increase of 650%! 

* The % of Associations submitting details of foreign contributions has fallen from 66% in 1997-98 to 56% in 2006-07. That means that the actual amount of foreign contributions received is much higher than the reported Rs 12,290 cr. in 2006-07.

* Foreign contributions have increased by over 100% since UPA came to power. 

* Top remitting countries are USA, Germany and UK. Amounts remitted between 2002-03 to 2006-07 are Rs 10,589 cr., Rs 5,233 cr. and Rs 4,612 cr. 

* Top Donor Agencies in these years are Western - read Christian - except for a contribution from Liaison Office Dalai Lama Japan in 2006-07. 

* Tamil Nadu, Delhi, Andhra Pradesh, Maharashtra are top receivers of foreign contributions.

* Tamil Nadu receipts jumped from Rs 775 cr. in 2002-03 to Rs 2244 cr. in 2006-07, nearly a 200% increase! 

* Chennai, Ranchi, Mumbai, Kolkata, Bangalore, Uttara Kanada, Hyderabad are amongst the districts who received maximum foreign contributions. 

* Many districts of Tamil Nadu received over Rs 100 cr. each in 2006-07. 

* Key donors do not appear from the Muslim world. Means they are remitting in large sums through the Hawala route or not remitting in large numbers.

1] Total funds received between 1993-94 have gone up from Rs 1865 to 12290 cr. i.e. an increase of 650%. 

2] The % of Associations submitting details of foreign contributions has fallen from 66% in 1997-98 to 56% in 2006-07. That means that the actual amount of foreign contributions received is much higher than the reported Rs 12,290 cr. It would be interesting to know what action Home and Finance Ministries takes against organizations that do not submit details of contributions received.  

3] Is it a matter of coincidence or irony that foreign contributions have increased by over 100% after the UPA government has come to power in 2004? Note that Tsunami hit Tamil Nadu in December 2004.

In 2006-07, of the top fifteen donors the only one with an Indian sounding name was M/s Om Foundation Inc. USA Rs 97 cr. Except for the Dalai Lama, the others appear to be Christian organizations. The same is the case with top donors in 2005-06.

The data and the statistics regarding the flow of foreign funds into India is not surprising and is very revealing.The government fo India is quite aware of the quantum of money-the donors and the donees.One thing must be knpet in mind-all the foreign countries come under two tags-christian and Islamic.So it is a foregone conclusion that monies from abroad can come only from these two set of donors.There is no Islamic country mentioned does not mean that money is not flowing from those ciountries.The money is routed thro hawla.This can be conformed ebcause all terrorists outfits are finaanced by monies from ISLAMIC COUNTRIES.It neds to be researched how the money is channelled-business,corporates,individual channels.The binami holders have even entrached themselves in the media-in the underworld-film financers etc.Hence the impact is more powerful.We do not have a governmetn with the political will nor the patritotic zeal to hunt these and ferret out the bandicouts.
Coming to the NGOs the 'development'(inclusive) is a coverup.No doubt there are some NGOs really involved in development but the majority-especuially in AP,in the North East States are involved in 'evengelisation' work.The poor are vulnerable and gullible.They don't mind worshipping any god in exchange for food,clothing and shelter-they are unaware that they are being led by the so called 'development agencies to another world politically and sociallyNo country donors send money for the love of the Indians-they have their hidden agenda.This is shameless government wghich allows its poverty to be exploited.Exactly like the Slumdog... The same that India was exposed to from the time of the East India Company.The UPA government has its sole focus on power and nothing more and nothing less.Under Mrs SONIAone should not be shocked if the nation will be auctioned to the highest bidder with one provision that she and her family be allowed to hold the reins of power.So let poverty,slums,illiteracy ignorancehas been made possible by the Congress andis well set in place-in such a milieu Sonia Gandhi's agenda will become a reality.Religion is the cementing factor-it gives the sheen to the donee and to the donor.It assiduously demolished all that Indian traditions and its valuesIt instils crusading spiritin the foot soldiers to banish evil and to bring a god whose skin is white,and who is superior because he/she brings money and development!

Apart from the fact that there are poor Christians in their millions in the west, and the even more horrible fact that foreign funds are being used to convert poor people in rural and poor urban areas to Christianity at a breakneck pace (I will give less importance to the Islamic terrorist organisations, since they are fully condemned in the media and in public discourse, while the thousand times more dangerous Christian missionary forces, who are converting millions, are the subject of praise and official protection and encouragement!), there is one more fact about the missionary funds which is generally ignored: the corruption factor. For example, Mother Teresa's mission also received thousands of crores of foreign donations (apart from donations from Indian state governments and self-alienated Hindus). Even if she had distributed one lakh rupees each per person, the poverty of lakhs of poor Indians would have been "alleviated" forever. Yet the number of persons actually "saved" by the "mother" runs into a few thousands, many of whom were reportedly people dying on the streets, who were "tended" and converted before their death. Does no-one wonder how the discrepancies in input and output fits in with the reported saintliness of this much-propagandized "mother" and her mission?
